Bryan Brice
Principal Consultant
With 36 years of distinguished public service, Bryan brings a wealth of leadership and innovation to OOC Solutions. The bulk of his career was spent with the Orange County Fire Authority (OCFA), where he made significant contributions to community safety and organizational excellence. Most recently, he served as the Fire Chief for the cities of Mount Vernon, Washington, and Oxnard, California, driving positive outcomes for both the organizations and the communities they served.
Bryan has been instrumental in strategic planning initiatives and achieving fire service accreditation, enabling departments to realize their future goals. His expertise includes preparing comprehensive proposals for joint services and consolidations, as well as navigating complex transition processes to accomplish regionalization of services. Passionate about leveraging technology and innovation, he consistently seeks to improve efficiencies and strengthen organizational performance.
Bryan holds a Bachelors in Occupational Studies from California State University, Long Beach and a Masters in Public Administration. As a principal consultant with OOC Solutions, Bryan applies his extensive experience and forward-thinking approach to help clients achieve excellence in their operations.

Lori Zeller
Principal Consultant
With over 28 years of dedicated service at the Orange County Fire Authority (OCFA), Lori Zeller brings years of experience in financial management and strategic leadership. Since joining the OCFA in 1997, Lori played a pivotal role in shaping the organization's financial stability through effective financial planning, innovative pension funding strategies, investment management, and overseeing bonded indebtedness. As an executive management liaison, she strengthened governance frameworks and forged robust business relationships with contract agencies.
Progressing from Assistant Chief of Business Services to Deputy Fire Chief, Lori demonstrated exceptional leadership overseeing all administrative and support functions within the OCFA. She managed critical departments including Human Resources, Risk Management, Labor Relations, Finance, Purchasing, Legislative Services, Information Technology, Property Management, Fleet Services, and Fire Prevention.
Lori holds a Bachelor's Degree in Business Administration from California State University, Fullerton. Committed to continuous learning, she completed the Senior Executives in State & Local Government program at Harvard University's Kennedy School of Government. As a key consultant with OOC Solutions, Lori leverages her extensive experience and strategic insights to deliver exceptional results for our clients.
